PROJECT PROPOSAL

BACKGROUND OF THE STUDY
Personnel Management is the process that helps organisations to provide adequate human resources to achieve their current and future organisational objectives. Personnel Management is the most strategic of all human resource management functions. Personnel Management process defines the sources, number and types of manpower needed to meet future work requirements Drucker, (1975). Predetermined strategies to attract and retain the best people are also laid down. Strategic development and utilization of employees’ capabilities, which yield best benefits to the company, are designed in the process.

Management which simply refers to the act of getting things done through others requires an analytical process involving various aspects Akpala, (1991). In order to produce quality products and to offer best services, various planning exercises such as determination of desired goals, assessment of the future in relation to the environmental changes, selection of activities, preparation of written plan document, etc. will have to be done, which will give rise to mobilisation of human resources and as such the need for personnel management. The result of a good personnel management is marvelous. This will be reflected in higher turnover, lower absenteeism, fewer breakdowns, lower migration and more than anything else, higher quality of work.

The most important resource of any organization is its workforce i.e the staffs, they are the ones that supply the organization with work, talent, drive, creativity and as such they are called Personnel or Human Resources or Manpower of the organization. In the light of the importance attached to manpower in any organisation, attempt shall be made at exploring the management of personnel in a Nigerian organization.

STATEMENT OF THE PROBLEM
The cruel nature of Nigerian entrepreneurs have over the years reflected on their emphasis on high profitability without due consideration of the training, development, motivation etc. of the employees that will make this possible. This is readily noticed in most Nigeria companies where the employees’ private lives are jeopardized in the course of trying to meet the high demands and targets of the management. Young university graduates who are ignorant of what is happening in the labour market often fall in this trap and the economy is not helping matters in any way. It’s high time this problem is visited and a lasting solution provided in the interest of the corporate bodies and the nation at large.

OBJECTIVES OF THE STUDY
The objective of this study can be stated as follows:
1. To examine practice of personnel management by Nigerian corporate bodies;
2. To justify the need for a sound personnel management in Nigerian organisations.
3. To evaluate the contribution of personnel management on organisations’ effectiveness and growth;
4. To identify the major problems associated with personnel management in Nigerian organizations;
5. To make recommendations on how personnel management could be used to improve the performance of Nigerian organizations.

SIGNIFICANCE OF THE STUDY
The significance of this research work is to evaluate and analysis the importance of personnel management in an organisation. The study on personnel management in Nigerian organizations seeks to examine the various forms of personnel management in the organizations that contribute to their growth and effectiveness. The study will be significant in the following ways:
1. It would provide an objective view of the effect of personnel management on organizational effectiveness;
2. It would contribute to existing literature by identifying the major problems associated with personnel management in Nigeria;
3. Lastly, it would provide recommendations to managers on how to make personnel management a growth strategy.

RESEARCH QUESTIONS AND HYPOTHESIS
This study is designed to answer the following research questions:
1. How do Nigerian corporate bodies practice personnel management?
2. What is the justification for a sound personnel management?
3. How does personnel management impact on organizational effectiveness and growth?
4. What the problems that are associated with personnel management in Nigerian organisations?
5. How could personnel management be used to improve the performance of Nigerian organisations.

STATEMENT OF HYPOTHESES
The hypotheses to be tested in the course of the study are stated below:
HYPOTHESIS I
Ho: That Personnel management does not enhance organizational effectiveness and growth.
H1: That Personnel management enhances organizational effectiveness and growth.

HYPOTHESIS II
Ho: That sound personnel management does not improve employees’ productivity.
H1: That sound personnel management improves employees’ productivity.

SCOPE OF THE STUDY
The scope of this study will be limited to the key personnel management components i.e training, development, motivation etc. in Nigerian organisations. The research work will focus mainly on the practice of personnel management and how it affects corporate growth and development. The study shall be conducted at the Lagos office of Cadbury Nigeria Plc. for the sampling of opinions on the subject.

OUTLINE OF CHAPTERS
This study shall contain five chapters. The first chapter shall contain the background of the study, the statement of the research problem, the objectives of the study, the research questions etc that would guide the study. Chapter two would present the literature review on the subject matter.

The methodology to be adopted in the study would be stated in chapter three. Chapter four shall focus on the presentation and interpretation of the regression results. The last chapter – chapter five, would present the summary of the findings, conclusion and appropriate recommendations.
